The Union government has proposed a steep increase in the fees for issue and renewal of driving licences for all types of vehicles. A licence for driving a private vehicle may cost up to Rs. 1,200, up from Rs. 320.

The cost of driving lessons will also go up as the government has proposed a four-fold increase in licence issue and renewal fees for driving schools from Rs. 2,500 to Rs. 10,000. Moreover, the States have been authorised to charge an additional fee for conducting driving tests.

As per the proposed amendments, a smart-card driving licence will cost Rs. 400, up from Rs. 200 at present, and a learner’s driving licence will cost Rs.150 for each class of vehicle, up from Rs. 30.

It depends to be seen if this move improves the quality of drivers that we produce, or will only enrich the coffers of the department.

Until and unless there are specific education mandates specified along with teaching training provided to driving schools, I fear that we will continue seeing non-qualified drivers and bikers on our roads. Today, a Ritz on the elevated tollway was driving at 40 Kmph in the right lane (this is an unsafe speed in either of the two lanes) and hit his breaks suddenly on a clear stretch of the road. A speeding KTM 390 flew past me and almost careened into him, it was touch and go for me. Unfortunately the Ritz driver must have abused the biker without realising they were both at fault.

Without commenting on the other attributes of our in-famous RTOs, one can agree that they do not have the band-width to conduct serious driving tests.

Therefore, if the driving schools are held responsible/accountable for conducting the tests and the RTOs only conduct the "real" tests on randomly selected candidates it could be an intermediate solution. The accreditation of the school would depend on the performance of their students - and obviously hefty penalties on defaulting schools ??

Other thoughts are welcome.

I simply don't understand why Government wants to just keep hiking prices and taxes and fines everywhere, while not speaking of the additional benefit these added costs bring.

There is no clear mention of the improvements to driving tests or the better scrutiny before approval of a licence - which our country badly needs. Everywhere I just keep hearing 'price increase', just wish I keep hearing 'salary increase' from my employer too, to keep up...

The increase in charge makes sense if RTO can improve their system in such a way that they can produce quality drivers. There are many instances when a careless driver caused accidents which was never supposed to happen. It happened to me one month back, when I was driving back from office at 10.30 pm , a bike dented my baleno door very badly. There was a yellow board to control the speed as road construction work was going on. When questioned, I came to know that gentleman does not have a license and doesn't know the meaning of any road signs. So I feel that if we have quality drivers on road, then the rate of road accidents will come down and people will be happy to pay a bit more to get their driving license.

As per the 22nd amendment of Central Motor Vehicles Rules which will come into action from 07.01.2017:

• The procedure of issuing of a driving license including driving tests which used to cost Rs 250 will now cost Rs 500.
• Fee for international driving permit increased from Rs 500 to Rs 1000.
• A learning license that was earlier issued with a fee of Rs 30 has been increased to Rs 150 with an extra charge of driving test fee of Rs 50.
• Renewal of driving license will continue to be Rs 200, Fee for renewal of driving license for which application is made after the grace period has been increased from Rs 150 to Rs 300.

It is to be noted that the fee has been increased for the first time after 1989.
