Guwahati dividers 'wrapped' in plastic as protection against pan / gutka stains

Apparently Modi is meeting Shinzo Abe in Guwahati so the local authorities want to convince both digintaries that their citizens have the civic sense not to spit on road dividers. Are they going to white top the roads too because people in other lanes will spit on the road? White topping is done with plastic as well right?

All the major roads in through are being laid with a new fresh lauer of tar as well to impress the dignitaries. It has completely worsened the traffic in the city.
Anyways every inconvenience aside atleast we get new smooth roads.
