Call us if found driving recklessly - Does it actually work?

Guys,

I was on the way home from work tonight. A white indicab in front took the turn from Kanakapura main road to Subramayapura main road, side swiped a minibus parked there and took off without stopping. I memorized the regn number and the call us number and called that number first thing when I got home.

The guy who answered the phone, gave me a mobile number and asked me to contact that number, which presumably belongs to the owner of the transport agency.

When I called that number and reported the incident, I was told that the particular taxi was released from their fleet 15 days back and he promised to call me back with the cab owner's number.

My question is:

1. Do they actually take any action against the driver?
2. Is it a legal requirement to display this info on the taxi?
3. If not, then why bother?

Rajan, I have been wondering the same thing , have never known anybody who has managed to get any help from these numbers. Today while driving I saw a cab with the note : " This Cab Drives Recklessly . Call :XXXX" I guess this sums it up.
