Paddle Shift

I dont know whether this question should be posted here or there was a discussion on it before...

I like to know what exactly is the Paddle Shift? Is it helpful in increasing fuel efficiency for Automatic Geared cars? If not, why? Is Honda Civic the only car in India to have paddle shift?
