Molten & sticky material on the underside - What is it?

Dear Friends,

I have observed a tar type, molten and sticky material beneath the bottom of my car (Fiat Palio 1.2 nv Petrol).

I am unable to assess and conclude anything about that material. I am attaching some pictures of it.

What is that tube/pipe around?

From where has it come?

Is it something risky?

That is a melted gear cable. No cause to worry, its there in all palios including mine. The outer casing of the gear cables will melt due to the close proximity with the exhaust. Even if you change cables, it will melt soon so there is no point in changing the same.
