A No to points 2 and 3 above. The system works like this.
a. The fan to the left of the radiator is the radiator fan and the one on the right is the AC condenser fan
b. Radiator fan turns on and off based on engine coolant temperature. Condenser fan motor and radiator fan motor turn on when the AC compressor kicks in and go off when the compressor clutch disengages.
There is nothing wrong with your ECU. The issue might be that the fan motor relay is not working or a connected fuse is blown and hence the radiator fan motor isn't turning on. Please get that checked. Related post here
