Rough Civic

One of my friends just bought a second hand Civic (He's outside india). He complains of some sort of roughness in the engine. He feels as if the car is being pulled back by something. No jerking of no fluctuating rpm at idle.

He said that it feels like an engine before it has done its runing in. Like it does not feel smooth.

The car has done 24K km and is an automatic.

Is it normal for the Civic Engine to feel like this. Is there anything that could be checked in order to confirm if there is anything wrong. He's a but sceptic since its a second hand one. Not sure how the car was treated by the earlier owner. HELP!!

Does this happen only when the A/C is switched on or even when he drives without it?

Its always like that. Before buying it he thought it was just that the car needed a service. But even ater service and changing of air filter and oil filter it feels the same.

could it be something like the gear does not move to the higher levels based on the speed increase? could it be something to do with the automatic gears?
