A very rudimentary question about the usage of new car

I recently bought a new car and I was instructed not to accelerate the car beyond 70-80 km for the first 1000 km.

Also it is known fact that the initial FE is always low. I even hear somebody saying that there is *something* locked and after is *unlocked* after second or third service, the FE increases.

Can somebody care to explain the reasons behind these observations ?
