how to trace out chassis plate lost

need the advice of seniors

a friend of mine bought a used 2007 swift vdi 2 months ago , last week a friend of his noticed that the chassis plate was not there on the chassis, we were all confused & when contacted the dealer about it he too could not give any satisfactory answer, now having lots of doubts we called up the first owner & he told us that the car met with an accident but didnt tell us how serious it was , is there any way of knowing if the shell has been changed or

is there any way of getting duplicate chassis plate? &

how it will affect further resale value of the car?

will there be any legal issues?
