Mahindra Scorpio only boosting 0.9 Bar

Good Morning

On another thread I read that the Scorpio non-crde is supposed to boost around 22psi or 1.4-1.6 bar. Mine only boosts to about 0.9bar, full thottle up a mountain in 4th gear at about 2500rpm. I tested the wastegate this weekend with a compressor and it only starts to open at 1.4bar. I even disconected the wastegate and took a drive. Getting to 1bar is quite fast but after that boost comes on very very slow. Could it be that the turbo makes 22psi at its compressor outlet but that there is a 0.5 bar drop across the intake system. I put the boostgauge pickup at the pipe feeding boost to the injector pump.
