Hybrid is petrol engine as well as electric motor in the car.
Cost of such a car is definitely more than a normal petrol car, at the same time with huge increase in mileage (obvious since the car runs on motor for sometime)

from http://automobiles.honda.com/
Q: What is a hybrid vehicle?
A: A hybrid vehicle combines a gasoline-powered engine with an electric motor to provide increased gas mileage and help lower emissions. Specifically, the Civic Hybrid utilizes Honda's Integrated Motor Assist (IMA™) technology, which uses a 1.3-liter VTEC® engine for primary power, then an ultra-thin electric motor provides added power.

as for cost here is an idea....from US market
normal Civic 13k USD, hybrid ~ 20k

not many are going to buy a 15-16 lac civic(maybe more is they import it).and the effeciency does not increase by much.it is about 10-15% more, since most of the time the car runs on the petrol engine, only in very slow city traffic does it shift to fully electric motor.

but the battery dosent run forever and the battery is going to run out in 1.5 hrs till then one will still be stuck in traffic.and how are u going to run the ac on that electric motor, the engine has to run(since regenrative charging isnt going to work at 10kmph).it is ok in the cooler european and american states were ac is rarely used.
