Yes, Talakad is a good place to swim & play in the water.
No rocks there, only sand & Cauvery is very calm.

Not to scare you..
We asked the coracle person whether any crocs inhabits this area.
He said Yes. At the same time, he assured us that there were no incidents of croc attacking a human. Infact, during the ride, I looked around to get a glimpse of a croc but could not spot anything.

yes, there is indeed a resort attached to the gaganchukki viewpoint, however, i doubt many people stay there. if you plan to stay there for an overnight halt, you might prefer to call ahead. The restaurant serves tea, coffee, bread omelette, icecream etc. (this was ~11:00am) not sure of the lunch menu. the resort also has a large playground with slide & swings to keep the young'uns happy.

Interestingly, the day i visited, about 30 HOG pandhis were also out on a ride and 'finished' all the eggs. :(
