If a driver wants a Bull Bar, Rule book would say "Illegal" but has anyone in MVD designed a Bull Bar which could be street legal ? Easiest way forward is to enforce existing laws but not to fight your own department for any change. Why not design and fix a Chip in the Car which may beep alert at any Toll barrier, if reported stolen, lacking Insurance or other irregularities ?
They actually do neither, they use their brains solely to find out how to make money out of those driving. They issued 100s of challans for the use of bluetooth which is a standard fitment in many cars these days and claimed it as violating the law. Central govt had to step in and announce that it is not illegal and those challans are to invalidated for this to end. All they care about is getting some money

It seems the media have twisted this news to take a dig at the government. The 10K fee collected is not for modification but rather a state tax for vehicles brought to the state from any other country for temporary use. I am waiting for aftermarket high octane petrol and nitrogen air modification crack down. No doubt there will still be people who support it.
