What is the difference between Regular Utsav plates and High security plates? Is it just the non removable screws?

Here is my car's Non High Security Utsav plate-

AFAIK, the only difference is that instead of the Utsav sticker / hologram, you have an RTO hologram on the number-plate. Also, you get a sticker for the windshield with your chassis and engine no on it as well. I saw a sample at the Utsav factory in Kirti Nagar.

The stupid thing is that if this gets enforced, do we now have to pay for RTO-endorsed Utsav plates all over again?

The hologram in both cases is of the Ashok Chakra. You get a number on the back of the plate and the sticker you mention. Utsav or otherwise depends on who is the official franchisee for your state/UT. For example, in Meghalaya the franchisee is Shimnit Utsch.

Here is what makes it a bit different from a Antitheft plate to High security plate its the addition of the
High Security number plates in Chandigarh from 1 August-q.jpg


1. Sticker with chassis+engine no and registration number.

2. Unique serial no etched on the plate.

3. Chakra monogram.

Update

There will be 18 distributers for the HSRP in Chandigarh but not detail of the addresses.

^^ Except for the sticker and unique serial no., the current Utsav plates have everything!

Sorry for the ignorance, but what does "Self destructive sticker" mean?
Does it mean, if someone tries to peel it off, the sticker would tear in a way that nothing can replace it (on that particular spot)?

You are mostly correct. Apart from tearing in a way that you can't put it back together again, the paper (or whatever material) the sticker is made of could de-laminate. Layers come apart in such a way that you simply cannot put it back together again.

Its just technology being introduced before practically possible. Chandigarh introduced smart cards for Driving Licence and registration, but the police does not have smart card readers and rely heavily on the information printing on top of these cards. Same will go for any smart chips(if and when introduced) added to these plates.
Vehicle theft won't stop, the new plates will only make it more difficult to duplicate the plates, a bit of expensive machinery, and there you have it.

Then there are issues like replacing the whole set in case of wear and accidental damage, say you have to replace your windscreen due to a crack, you need to involve the RTO and then pay for another set (in which case, what happens to the old plates? to be destroyed probably?)
