For such engines there is a blanket emission norms policy such as BS-4 which all engines, regardless of capacity have to comply with. They can get in the BS-6 norms ASAP.

If you want to see the up-side to this, then engines will only become more and more high tech. There is definitely a reason downsizing is a norm globally.
