Thank you for responding, Sran. The para quoted above is what concerns me the most. I don't understand that how can the RTO transfer the car to my name without any local address proof? Also, if the RTO somehow transfers the car to my name then after that is it compulsory to get the NOC because technically I will become the owner of the car?

I was under the assumption that anyone buying out of state car would then obviously like to transfer it to their residing state and that is why NOC for road tax was mentioned. One would need a residence proof to transfer the ownership. Post your query on other relevant threads. Another way to know all details is to visit a second hand car dealer and ask them as a customer.
