prima facie (read ideally) you are correct, but the analogy is a bit oversimplified.
fixing 10 lakh independently owned and operated PUC centres would require new rules, and enforcement of said rules is the jurisdiction of the state police. It would add another level of corruption into an already corrupt system.
While I believe that the current government is doing quite a bit on the corruption front, I also know that it is a slow process.
In the meantime, changing the system would instantly bring improvements to the environment, and the added side benefit would be the nudge to the industrial sector from both side, new vehicle production as well as end of life recycling.

On one hand they say we'd appeal against this and then they notify this. Notice was in today's Times of India - Delhi edition.

MoRTH announces rules for registered vehicle scrapping systems and automated test stations

The Ministry of Road Transport and Highways has announced procedures for the establishment of a registered vehicle scrapping facility (RVSF) in accordance with the regulations for motor vehicles (registration and functions of the vehicle scrapping facility). These standards apply to all car collection points, car dismantling, scrapping and recycling companies and recyclers of all types of car waste. The Voluntary Vehicle Fleet Modernization Program (VVMP), or auto scrapping policy, was launched by Prime Minister Narendra Modi at the Gujarat Investor Summit last month. Under the directive, the government intends to set up 450 to 500 Automated Test Stations (ATS) and around 60 to 70 Registered Vehicle Scrapping Facilities (RVSF) across the country.

With ongoing semiconductor shortage, imagine someone who has to scrap their old Jeep on compulsion, goes to book the Thar as replacement!

A clarification regarding the scrapping policy effective 01.06.2023 for private vehicles.

As regards the automated fitness tests in the existing draft notification two such opportunities will be afforded for a vehicle. MoRTH is yet to issue a final notification for its scrapping policy.

The MoRTH program in Gujarat with PM was based on the draft which is yet to come out as final.

The draft says that the first automated fitness test will be at the designated centre. If a vehicle fails, first appeal is to be made to the respective RTO. This again brings in discretion of the RTO, where we will see whims and corruption again in play.

If RTO allows the appeal then second test will be done at the automated testing centre.
If the vehicle fails in its second attempt, no further chance will be given and the vehicle will be deregistered.

Deregistered vehicles can be used in private lands like farms and so on. Parking needs to preferably be in a private place. A clear example is of Ramoji Film City, Hyderabad, where the tourist buses are not RTO registered and run only in the private land.

launched National Automobile Scrappage Policy, Union minister Nitin Gadkari said on Tuesday. While inaugurating Maruti Suzuki Toyotsu India’s first government-approved scrapping and recycling facility for end-of-life vehicles (ELVs), Gadkari also said the scrappage policy is going

I was casually in the market for a new bike so I had my current 12.5 yr old ride evaluated.

Turns out, I will turn a profit if I scrap it instead, assuming that the policy is implemented in its current form by the letter and no caveats/limits are added to it. The calculation is based on just upgrading my current Pulsar 220 to a brand new Pulsar F250. The actual upgrade will eventually be more expensive, which means more ₹₹₹.

The policy, if implemented, will make the lives of used car/bike dealers hell since there will be a competitor who is paying a much higher amount than they would and most of this upgrade business would dry up if they don't offer competitive prices. This will help increase used vehicle prices across the board and make them even more undesirable, indirectly helping sales of new cars.

On the flip side, there will be a LOT of scrapped cars and bikes since it just makes so much sense! The policy and scrappage incentives will definitely be applicable only for a very short while so it is advised that make use of them as soon as it is available.

Can you help explain how it would make financial sense to scrap your bike rather than sell it as a used bike and buy a new bike ?

Any update on the status of the policy and how I can get the discounts as mentioned in the policy. I am planning to scrap my wagonR and need to understand the process and financial implications before making the decision. Have the manufacturers started giving the discounts as proposed while buying a new car?

Hi,

Can we scrap a vehicle whos RC expired in 2019 .

1. Can it be scrapped in any state irrespective of the state of registration?
2. In case of RC expired few year ago do we need to pay any penalty (for non renewal of RC) even if we are going to scrap the vehicle?
3. How to ensure vehicle is being scrapped officially and not being used illegally ?

Pls share Contact details of any such Gov approved authorised scrapping agency .

Another link saying that the scrapping policy will be effective from 01.04.2022. A very short sighted clause listing clearance of all pending RTO taxes may derail the very good intentions of this policy, if any. It's a draconian policy for all the old vehicle owners especially 15-49 years old, but is OK and well intentioned for the thousands of grounded and unserviceable vehicles.

In our view its quite OK to verify vehicle antecedents listed as above. But to make the scrapping policy a success the "no pending dues" especially pending road tax, green tax and/ or other RTO taxes need to be fully waived.

Thousands of rotting vehicles will hit roadblocks towards the scrapyard as in most cases the pending RTO taxes are many times (in five to six figures) more than the market or scrap value of such vehicles that are in many cases grounded and unserviceable. No owner is mad enough to clear such astronomical dues on a rotting vehicle to pay the RTO taxes. This clause about pending RTO taxes needs to be removed from the scrapping policy document in its totality to facilitate scrapping of such rotting vehicles.

Many rotting, grounded and unserviceable vehicles are in most cases haphazardly parked or laid to rest in peace (RIP) on the streets, public spaces and elsewhere, where ever parking space is a available in all our cities and towns. These are a source of public nuisance and the vehicle scrapping policy needs to encourage impounding such vehicles after a show cause notice is served to its owner or affixed on the body such vehicles by the law enforcement authorities. If not complied by the owner within the time frame, the vehicles need to be impounded and later sent en masse to the scrap yards.

Agree, I have friends who are waiting for the policy to take effect so they can dispose their old vehicles who have expired registration and the fines exceed the vehicle's value.

It would be extremely idiotic to have a no road tax dues clause.
