We can actually pay for next 2 years and then again for the next 2 years. Portal allows multiple payment of 2 years.

Ideally we should have the option to change states after 2 years and pay the road tax to the current state where we are residing.

I recently purchased by vehicle in July 2024 with BH registration. I had anticipated something like this to happen because in India everytime there is an election approaching or a new government comes to power the rules change. I had made payment upto 2030 in July itself. This is by going to the vaahan portal and then first paying for 2026-2028, then 2028-2030. Each time after payment I downloaded the receipts. So every 2 years' payment has different receipts. I did this because I work in IT and I can't be sure if the next company I work for will have offices in more than 4 states. Currently the portal doesn't ask for any documents for renewal of BH registration so thought of utilizing it.

If each state starts to have their own implementation for BH registration this way it will be a big problem for all of us with BH registration. Folks from Bihar would be paying for 14 years and would be a headache when they try to sell the vehicle off, another state might not permit BH registration vehicle in future (who knows?) and then we might have to re register in the new state again which would defeat the whole purpose of choosing to go with BH registration.

This will severely dent state revenues. So no state in their right mind will accept it. We can only dream of uniform taxation but that will never materialise.

Car buying public is not part of target vote bank of any political party. So no point in expecting taxation reforms for cars.

Is there any chance by which we can get a permanent registration of a RTO after 2 years by paying the taxes for the remaining 13 years?

Is it possible to transfer the bharat registration to a different state RTO.what is the process for the same ?

Have spent the last week going in circles at the RTO office in patna.
Here are my findings :

1.A significant percentage of the people have not renewed their Bharat registration after 2 years.Despite multiple followups by the RTO office people have largely ignored such requests.Note that these vehicles have not transferred to a normal registration and are wilful defaulters.
2.Transferring RTO to a different state is possible however NOC for the same will be provided only after payment of tax of 14 years and hence is not a viable startegy
3.The 60 days timeline for payment of balance tax passed on 27th September.However as of now RTO has not decided on the fines to be levied for the delay on part of the vehicle owner.In my opinion it should be in line with what is charged for state registration which is Rs 100 per day.
