If only all the cities have this system. In Hyderabad there is this site:Traffic Police - Hyderabad
According to the tall claims by the cops, compliance of e-challans is very high! Probably the target audience is connected unlike the snail-mail way.

I just checked----no challan for any of my vehicles!! But I've never taken my cars to Delhi

If I am not mistaken, a similar faciltiy exists for AP vehicles since long.

This facility is for DL registered vehicles only. For outstation vehicles, challan are issued and payments taken on the spot as post paid credit facility is not available for them

A similar facility is available for Bangalore registered vehicles as well.

Search for Traffic Violations

It surely works thanks for the link.

But i did receive a challan through post to my old postal address (i happened to go there and check the mailbox for any letters today).

How can i update my postal address in my Registration and Licence cards?

You need to go to the concerned RTO office for the same. Be wary of the touts and pickpockets there, this place is heaven for them.
