As an automobile engineer, I am a little lost here with your analysis.
In response to
a)---->when you detune using compression and timing (as is typically done for low octane fuel) you lose both power and torque
b)---->If you don't detune, when how and why do you get 'possible loss of torque'. Dont detune means same power and torque as the JDM market.

If Honda gets into small car segment, it will force competitors to improve
quality and reliability to compete, win for customers. plus honda cars r generally fun to drive, hence entry segment will get get better cars.
Go Honda !!!!
I use to own Honda City here in US and it as so much fun to drive,
used to push car to limits on turns and felt confident doing that. I also had
camry during same timeframe, that felt like boat compared to civic.
