Why do you want to change to a TN registration in the first place (unless you are worried about your car being targetted during a Cauvery issue) ? In Chennai, no one really bothers about out-of-state cars (have used KL, GJ, AS cars here for long durations without any issues). The cops do make life tough for out-of-state bikes.

Yep - you are right. KA 51 is E-city

Further updates.

Form 28 - Signature from the financier will take at least a week after providing the address proof to the new city (in my case - Chennai)

Will update if there is any other feeds.

We can apply for it. That alone is in our hands. I know of several who applied, but heard of only two people who got a refund after quite a while from an RTO in Chennai, but can't remember which one!

KA51 is the Hosa road RTO (somewhere near a place called Nagnathpura). To those not-so-much in the know, it is for all places in and near Electronics City.Any cars bought from Advaith Hyundai, RNS , Sireesh Auto and Dakshin Honda where the owner does not have address proof will also have registration done from this RTO. This was introduced in Bangalore about 3-4 years back to deal with the increasing number of vehicles in suburban areas of bangalore. KA 40-42 and 51,52,53 were all in and around bangalore. I think 41 is Yelahanka and know definitely that 53 is Varthur. Other bangaloreans can fill in more on this.
