lancer project

not sure if this is the right place to post this, was planning on getting a 2001 lancer and moding it up, it's been a single owner car, which has done 68,000 kms, really well kept, gonna get it for around 1.5Lks.

My questions are,is it a good deal? and considering basic mods to engine + rims& wheels + leather interiors + paint, what will it cost me to do it all?
