Chandigarh to pause registration of non-electric 2-wheelers from Feb 10 to Mar 31

In a major decision taken on Wednesday evening, the Chandigarh administration announced it would – with effect from February 10 – cease the registration of two-wheelers which are non-electric. The Chandigarh administration had in September notified the Electric Vehicle (EV) Policy 2022. As per the policy, for the first year, reduction of 10% in four-wheelers and 35% in two-wheelers compared to preceding year has been aimed by way of capping their registration in the city.

“Since the registration of non-electric two-wheelers has already been achieved for the current financial year, their registration is required to be immediately stopped in order to implement the provisions of EV Policy and in the interest of greener Chandigarh,” it was further stated. Thus, it was decided to stop the registration of non-electric two-wheelers on or after February 10.

“It is for the information of the general public that non-electric two-wheelers sold on or after 10.02.2023 shall not be registered by the office of Registering & Licensing Authority, UT, Chandigarh, in the current financial year, that is, till 31.3.2023 in pursuance of Electric Vehicle Policy 2022,” it was stated. The registration for non-electric two-wheelers will resume from April 1, 2023, and will be done as per permissible limits for FY 2023-24.

Targets set by administration:
According to the policy, in the first year, the minimum achievable target is 35% for e-two-wheelers and e-three-wheelers, 20% for goods’ e-three-wheelers and e-four-wheelers. For personal e-cars the target this year (first year) is set at 10%, while for e-buses it is 40% and for e-cars commercial it is 20%.

In the second year, that is, 2023, the minimum achievable target of e-two-wheelers and e-three-wheelers, that is, passenger autos, the target is 70% each, while that of goods e-three-wheelers and e-four-wheelers is 40% each. For e-cars for personal use the target increases to 20%, while for e-buses it increases to 50% in the second year.

Similarly, in year three, four and five, the target for e-two-wheelers and e-three-wheelers, that is, passenger autos, it is 100% which means from 2024 onwards, the registrations of fuel-based two-wheelers and autos will be completely stopped, while for personal e-cars it is 30%, 40% and 50% for 2024, 2025 and 2026 respectively. For e-buses too, the target set is 100% by the fifth year which means the registrations of all fuel-based buses will be entirely stopped.

Chandigarh is the first state or UT to implement such limits for registration in the country. Beijing has had such strict limits and quotas for ICE vehicles for many years to control pollution levels. I believe such measures will be adopted by more and more cities and states in the future as pollution levels are at dangerous levels all over the country throughout the year.

Can each city/UT administration fix their own targets like this? Will it stand in the court? I feel SIAM will challenge it and it will be thrown out by the courts.

The Chandigarh administration has announced that it would stop the registration of non-electric 2-wheelers from February 10, 2023.

The Chandigarh administration aims to discourage the use of non-electric vehicles by putting a cap on their registration. Under its new EV policy, the city hopes to reduce the number of 4-wheelers and 2-wheelers by 10% and 35%, respectively. Since the registration of non-electric 2-wheelers has already been achieved for the current fiscal year, their registration is being stopped immediately.

The administration has notified that non-electric 2-wheelers sold on or after February 10, 2023 will not be registered by the office of Registering & Licensing Authority, UT, Chandigarh, in the current financial year, that is, till March 31, 2023 in pursuance of Electric Vehicle Policy 2022.

On the other hand, the city is offering a waiver on road tax on electric and hybrid vehicles to encourage electric mobility.

What kind of arbitrary law is this? What will happen to commuter section who rely on budget vehicles for their daily transport !!

Government cannot expect everyone to move to EV unless proper infrastructure is already in place.

Did the Govt. not announce the decision well in advance? What about the inventory lying with the dealers today?

And the post says that they will not register non-electric two wheelers in the current FY, i.e. till 31st March 2023. Does it mean that they will register these vehicles after 31st March?

So more like a crude implementation of Singapore's Certificate of Entitlement system?

Only that there you have to bid, whereas here it is like a blanket quota where earlier you buy in a financial year, more probabilty of you getting registration.

Good to see this. The growth in 2W EVs will be very fast because you don't really need a charging point outside your home to charge because the probability of intercity trips is low plus 2Ws are used in residential areas and reducing the pollution there can provide real benefits to people living in these high-density areas.

It may feel harsh but such moves provide a reality check to companies planning to sell ICE for decades to come and also encourages private entities to invest in things like charging networks which will help in alleviating user anxiety more than anything else.

While i applaud the Chandigarh administrations environmental aspirations and also appreciate them for running one of the most organized cities of India. They have not considered all the stakeholders. I remember from public policy classes during my MBA that a policy must be acceptable to all.

I only feel that Chandigarh residents will register them either in Mohali or Panchkula at some fake address and ply in CH.

What sort of masterstroke is this? Going EV is good as long as the infra is there. 75% of indian electricity gets produced by coal plants. This is offloading problems from government to public, since they can't deal with crop burning nastiness nearby catch hold of people who cannot create nuisance (i.e; do odd even in delhi, ban 2W in chandigarh, ban registration and scrapping vehicles beyond a time limit) and earn brownie points in going green and what not.

Also instead of people buying EV vehicles, ply more EV buses and improve public transport, but no that needs work from govt, instead push arbitrary laws and make people deal with them instead. [Note: I am unaware of chandigarh public transport system/ease of use, but in Bangalore the rickety super slow and broken down buses don't excite me much]

Is this a democratic decision or dictatorship? Don’t want to get political as it is out of scope of discussion here.
Has the administration given enough EV infrastructure to the public ? What about EV fires ?

As a Chandigarhian, I understand this is an arbitrary decision to win brownie points with the Central government. Since it is UT, all polices and implementation is decided by the IAS babus to ensure that they are in the good books of their bosses.

Thinking about the environment is good but need to ensure that proper planning is followed.

EV adoption should be enabled by incentivizing and promoting EV's. It should be a natural progression. Cannot be a forced approach like this without enough supply, equivalent cost options, without sufficient reputed manufacturers and without any proper infrastructure in place.

Probably a decision taken based on some numbers in a paper without thinking through the practical aspects. It will take some time to sink in what a blunder it is and it is a knee jerk reaction. Pretty sure it will be reversed or some form of a waiver added.

Was it not just a fortnight back that we celebrated 75 years of our republic?

I am sure the Chandigarh administration has gone through the Indian Constitution and issued the current order with sufficient backing of/from the provisions of law available therein.

When the most planned city in India brings in a rule, it must have done so with a lot of care, extensive deliberations and public backing. Lesser mortals like us should never question the judiciousness of such people friendly and democratic moves.

My only concern is that the administration should perhaps lodge appeals with Oxford and Cambridge Universities to not put on sale copies of their English dictionaries containing harmful words like arbitrariness, thoughtlessness and oneupmanship etc in or around Chandigarh.

A side quip: When the government said that the future will be electric, I didn't expect that it would give us such rude shocks.

Infrastructure has already been in place for the past few years. I have an MG ZS EV and have absolutely no issues charging it anywhere in India. Right now I can drive from Delhi all the way to Amritsar or down to Bombay, Goa and Kerala with loads of charging options available en route. It is much easier for a 2wheeler.

The whole thing is completely outlandish and moronic. Babu-logic makes no sense.

The decision to stop registering 2-wheelers was not communicated to the dealers.
Most people became aware of the situation on the morning of the 9th of February, when this was reported in the local newspapers.

Not only is this decision unlawful, it will be extremely difficult to hold on to. As per my discussions with a friend of mine, who is 2-wheeler dealer with one of the biggest automakers in the country, the dealer's association is going to file a writ soon seeking to get a stay on this order. FADA has also been asked to join the fight against the UT administration and as expected they have obliged.

A little bit of context here is also important.

Chandigarh is surrounded by Mohali (Punjab) and Panchkula (Haryana). Kind of like what we have in Delhi with Gurgaon and Noida.

Mohali and Panchkula has its own set of 2-wheeler dealers. Nothing stops a prospective customer from buying a ICE vehicle from these guys on temporary plates, which are valid for 2 months, and then registering the vehicle on the 1st of April when the ban imposed by the UT administration is supposed to end.

The Chandigarh RTO portal to register 2-wheelers has been completely shut down, so you can't even register EV 2-wheelers as of right now.

The UT administration in its over-enthusiasm to get some brownie points has jumped the gun and has gone for the softer target. Chandigarh registers more 4-wheelers in a year than 2-wheelers. So if pollution control is on their mind, why target the lesser of the two evils?
