If you face this on loose surfaces only, then it is the normal behaviour of the ABS. However if you face it more often than you expect, ie even with mild braking mostly the tyres are over inflated or the tread pattern is not so suitable for loose surfaces (which could be obvious due to the nature of the car). As a start check tyre pressure. I had this issue in my Celerio with the stock MRF tyres but after switching to continental this became much better.
