AFAIK, a small turbo spools faster and the lag is also less. The amount of boost you can generate out of a small turbo is also limited.
With the right sized hybrid you can get a turbo to spool quick enough as well as provide the top end punch. There are more than enough permtations and combinations available that can be used.
