Are you saying you can pay to merchants UPI QR through Visa/MC? Which apps do you use to link these cards to UPI? I haven't come across any app yet. All limit the linking to Rupay CC only.

Enabled UPI Circle on my nephew's phone through BHIM. Very easy to set up and working perfectly fine since the last 2 weeks.

Install or Update BHIM app / Go to UPI circle on your kids phone and register and you'll be able to generate his / her UPI ID. You were not able to generate a UPI ID without the Bank ac linkage earlier, but you can do it now on BHIM. You'll then have to add the mandate from your UPI on the minors UPI ID with the options of either giving a monthly limit or approving each transaction individually.

You are right. I linked my HDFC Visa credit card on Phonepe in the Payment Methods section. However, it doesn't show up as a payment option when scanning merchant QR codes.

I think that is the Tap and Pay feature where you can use NFC feature of your phone to pay at PoS while using your phone. You don't need to take out your card out of wallet.
