I'm a BRES brat (BRES [Border Roads Engineering Services] has been changed to BRO & all. Let this discussion remain for some other time) & I'd be more than glad to clarify this.
When any vehicle is procured by the defence, until the Registration Number (Upwards Arrow - Year - Serial No) is allocated by MoD, the Upward arrow sign is followed by the Temporary Number. CH denotes Chandigarh & this vehicle is procured from there. CH stays on the vehicle until Permanent Registration is received.
Also you can see "50TF" written on the bumper. It means 50 Task Force. In BRES, there are:
1. Projects (Headed by Chief Engineer) - One Project has One or more TF.
2. Task Force or TF (Headed by Superintending Engineer) - One TF has One or more RCC.
3. Road Construction Company (Headed by Executive Engineer) - One RCC has One or more Platoons (Either RMPL/FCPL etc)
4. Platoon: It's the smallest Unit & is headed by an Assistant Executive Engineer.
Now, the 50 TF is in Darbuk, Ladakh which comes under Project HIMANK with its HQ at Leh. The vehicles up north are procured from CH.
