Received sms from DOT (Dept of Telecommunication)

I haven't got any such message from DOT, but a couple of years back I did get calls from Australia that had a Reliance number.
Normally for international calls, the entire number is displayed on my cell phone. But when I call my own cell from a VOIP phone on my desk, it gets displayed as '+301'.

Hmm interesting, I do get international calls from My Brother who is in US & he recently started calling me from some new card where I see a different number than his but its not a local number & an international one only.

I received the same SMS about a month ago; no fraudulent calls though.
