Agree to every observation except the opening line. There is absolutely no strict police action on the streets of Mumbai (and the entire country). Strict action is reactive after the incident has occurred, more so if it's a "high profile" case, the types that are cited above. In Erstwhile Bombay lane discipline was a thing! Strong policing against drunk driving paved way for businesses like Party Hard Drivers. Nowadays cop presence is only to ensure smooth traffic flow, and not catch violators.

Responsible driving remains voluntary. And any post or play of words to encourage that is welcome! So thank you GTO for this post.
