Banning plates is somewhat secondary to that ban which is on caste discrimination rather than a ban on castes or religions.

India doesn’t have personalised license plates unlike the usa where such caste or religion based plates or any other vanity plate, subject to some limited restrictions eg on obscenity, can be legally obtained by paying the appropriate fee.

It applies to all, being the law. Including to groups that you, judging by your tone and examples, you don’t seem to like, as well as to any other groups that you might prefer.
