Overly concerned citizen + busybody. There are friends of police programs in each major city that he could join and be trained to regulate traffic without such tamasha. Placing objects on the line to stop motorists - if someone's vehicle skids on one of them?

Would be grateful if you can share some addresses / contact numbers of such police programs where the police actually train citizens to regulates traffic, in different cities. If any BHPian has undergone such training, would like to know more from him too.

This is called the traffic warden program. I have not, but many people in my daughter's school parents teachers association underwent the training and help direct traffic on the crowded road leading up to her school.

If Google can't help, then just walk into the nearest traffic police station and ask. You get a blue uniform to reflect your semi official status, and typically work under the supervision of an experienced constable for the first few times you direct traffic.
