Lift maintenance is expensive, annually about 15% of the capital cost. That is why they are the last resort. Civil construction - ramps etc are almost maintenance free. The only problem is the availability and cost of land. Secondly on a smaller domestic case lifts are disproportionately expensive to maintain.
