17km/ltr is a very good mileage IMO.
I really don't think an after market air filter and alloys will increase to shoot up the mileage.

An after market air filter helps the engine take in more air (in theory yes this is good an "may" increase the FE, but in reality the increase will be negligible)

Alloys, they reduce the "un-sprung" weight, this aids handling, ride and in theory should increase the efficiency (maybe even FE), but in a practical aspect this will also be too minute to measure.

Even a header or a MSD ignition will help improve the efficiency of an engine and could in theory give better FE, but is it all really worth doing for a practically negligible FE ? I don't think so.

If its a better handling/performing and aesthetically pleasing car go right ahead fit air filter/headers/alloys and the lot, don't just do it for FE as you are bound to be disappointed.

If yous car's giving 17km/l why bother? Technically speaking, mileage point of view, has anyone tried a hot air inyake? Does it work out?
