70,000 kms? Well thats the normal time your suspension lasts if you drive on bad roads.
New dampers on all 4 tires are a good idea around 75K kms on the odo.
The cost will be around 3000rs if you get it done from outside.

I got my suspensions/dampers checked at an authorised dealer of tata. As per them it is fine and does not need replacement at this moment. The dealer sugessted that the side walls of the tyre rubbing the suspension when with load is bcos of wide tyres only. He suggested to change tyres to 175/65. Would like to know from other users of 185/60 R14 in Indica turbo regarding their experience. I am using Alloy wheel C-2455 having 14" x 5.5" ET - 44-45 if this helps to solve the problem.

175/65r14

I have changed my stock 165/65R14 to this 175/65R14 tubeless. I don't see any problems at all. And road grip appears to have slightly increased.

What are the effects of a +2.28% change in diameter? Will FE reduce? Will ride quality improve?

I am somehow unable to feel the difference in ride quality. New FE is also yet to be checked.
