query:alloys and offset

if alloys come with a ceratin offset ,is it possible to increase or decrease this offset.i have 145/70 r13 tyres on 5.5j alloys and they have an offset.wanted to increase or decrease it depending on how it looks.can it be done and how?
also had put spacers in the rear suspension to accomodate the bigger rims.but the handlin gets affected .what are the other viable alternatives?
