I own an FZ28. It is a very nice cam. Go for it. Should cost you around 18k in India.
@ proxima hows the low light performance and wide angle shot's ,they sharp at the edges ?
Not as good as a DSLR but steady hands/tripod can give you good shots at night.
Images are pretty sharp at the edges. Currently, I think it is the best prosumer at this price. Also look at Sony H50 and the Canons (dont remember the model, S110 I think).
The reason I picked this is the video capability is better than the others.
Among Canon, S5 IS would be the best bet as Prosumer camera.
I don't think S5 IS is available anymore, its successor SX10 IS is a good buy as well.

It's probably a little late for this but for information, this is what I bought and planned to use (The clouds proved to be a bugger! :Frustrati )

GTO, if you are forced look beyond LX-3 due to non-availability, you should look at Fujifilm Finepix F200 EXR, that was my second suggestion. It has a very special sensor.

How is Lx-3 is better than Panasonic DMC TZ7?
Both has 25 mm wide , TZ7 has more zoom,
Pixal count is comparable.
So from normal photography which one is better?
Also is there any way to do night (animal)photography(w/o flash)? ( I have seen the button on sony handy Cam ) but coun't find that on any of the camera.
Any idea about this?

Both belong to essentially different classes.
TZ7 is good for you if you are unlikely to use the advanced manual features of LX3, likely to take more of outdoor phtographs, and would like to have more zoom.(It can also zoom during Video and also records in AVCHD Lite, a more efficient format).
LX3 is good if you want better indoor photography and need something like a pocketable dSLR.(If you want to start learning phtography, this is a pocketable alternative to entry dSLR).
LX3 has a small CMOS sensor, like in dSLRs, which will give it a much better low light performance and lesser noise.
LX3 would be more expensive and difficult to find compared to TZ7.
For your night photgraphy, with no lights, the only option I see is to use a tripod, set the exposure to max and tie the animal to a tree so that it does not move :-). But of the compacts, LX3 would get you the best low light pics(Along with the new Fujis exrs), assuming you can get pretty close to the animal

Any idea where I can get it lesser than 20k in mumbai/pune?

Animals, kids and other subjects that are not the most co-operative are best photogrphed using a good DSLR and fast prime/zoom. The reason being is that the shutter lag of most P&S camera will mean that you have to awfully lucky to get a good shot.
Among the current P&S breed the Canon G10 and Panny LX3 are your best bet. the LX3 has a reasonably fast lens too. Still you need some luck to get the right shot.
For wild animals you need to preframe the shot with a fast prime like the Canon 28/1.8, 50/1.4, 85/1.4 etc.. and then hide. For kids a simple f/2.8 zoom like Canon's 17-55 covers most indoor needs.
