We have also gone to the media to highlight our grievance. A Times of India, Nagpur edition press report :-

The Economic Times has yesterday reported otherwise, stating that higher re-registration taxes for older privately owned vehicles are on the anvil to discourage use of the older ones. This is a short term measure with no foresight (we have discussed this issue here), solely aimed at an increase in sales of new vehicles. The scrappage policy is voluntary though, but the higher re-registration fees will deter many from maintaining older vehicles.

On the other hand, the SIAM and FADA have successfully lobbied for a one year delay in hike in registration charges for new automobiles, which is stayed as of now till 1/6/2020.

A matter of shame if such draconian tax laws materialise!
(please read the news link as in Indian Express of 24.09.2019)

So ultimately its the money bags viz. auto manufacturers and dealers lobby incl SIAM and FADA who have overpowered the sane voices of the old automobile owners.

The auto manufacturers have tried such tricks in the Western markets but the govts are usually clean on many such matters where public interest is prime. The sale growth in the UK and some other European market for car makers during the past few years has been in the negative territory. The car makers have no hopes from most of the saturated, European markets. China and India are on their radar. China market is getting tougher to do business due to sanctions by the US and the resultant trade compulsions.

It's like the US tobacco product makers' fate about two decades ago. They were and still are being sued in courts of law for cancer deaths for millions of dollars by the patient's families. "They are under pressure" as a national daily in India rightly commented more than two decades ago that they soon will shift focus to developing countries, where the consumer laws are lackadaisical can be manipulated. It happened as was predicted.

It's sad that our Ministry of Road Transport and Highways without application of mind has fully succumbed to pressures from new automobile makers and dealers, who only look forward to rosy sales figures, if older cars and bikes go off the roads. It is ridiculous and foolish to facilitate old automobiles to reach the guillotine for just completing 15 years of age. Sparingly used ones, well maintained ones, those near and dear to our hearts will all face higher tax or alternatively the axe due to the age factor ! That's deranged thinking and will almost annhilate most of the surviving Fiats, Premiers/ 118 NE's, Ambassadors, Contessas, Heralds and many more such cars and bikes and finally erase all memories once for all of these once iconic automobiles ! The Mercedes W 123, Volkswagens and many other older imports that were once traffic stoppers will also face the axe.

Shameful and condemnable conduct if old automobiles are slapped with unrealistic taxes and coerced to pay or then throttled to the scrapping yards, much to the pleasure of the policy makers, new car makers and dealers comprising the money bag lobby !

Can someone please help me with the charges to get a two wheeler re-registered.
My college time Two wheeler just crossed 15 Years few months back. I tried getting the charges from the RTO (MH14) but seems they are very busy these days. I asked a few agents and the rate was quoted as 7000-8000.
Can someone please help me with the exact charges for Two Wheeler re-registration?

(2) Green tax receipt (certified copy)

The procedure is quite simple thereafter. I usually do it in person for all my cars and two wheelers.

Thank you very much sir. I went through some of the pages (literally flied) but that is something I would go deep dive again with time. I have a '77 Ambassador needing some attention (a lot in fact)

Anyways, coming back to the point,

The main huddle I now observe is with the Green Tax as I only have a PUC. I referred your earlier thread at "Green TAX in Maharashtra" and seems its a act passed in Maharashtra (or is it applicable for other states as well like West Bengal). If that be the case then I am not too aware of the charges and the procedure. Is that something around 3000 (for both 2/4 wheeler) ? Please guide. Below are the current statuses.

(1) PUC certificate (certified xerox) --> OK
(2) Green tax receipt (certified copy) --> What is this?
(3) Aadhar card (certified copy) --> OK
(4) Proof of address if changed or other than the one in RC/TC. --> OK

There is no Green Tax in WB. Got my car's re-registration done earlier this year. Had to submit Xerox copies of insurance papers, tax certificate, PUC, aadhar card, PAN card and the original RC. The cost of the entire process was Rs. 690, but I had to pay another Rs. 2400 extra as I had some music tax pending from 2005 to 2013 (Rs. 300 per year). Also, if your car currently does not have HSRPs, then an additional Rs. 520 for them. These are the charges in WB. I think the charges are lesser for two-wheelers but I'm not sure.

@Majumdarda, Yes rightly said by @boniver. No "Green Tax" payment is to be made in W.B. It's state specific, not for those states who have not passed such rules. There is no Central law yet thankfully.

I thought that since your profile said you belong to Pune, I was stating the state specific Maharashtra procedure.

@boniver, What is this Music Tax @ Rs 300=00 per year? Thankfully, our Maharashtra govt is unaware. Or else, they will also start levying, the moment they are convinced that they should start levying.

RTO officials were very vague about it, but they gave me a valid receipt so I'm assuming it's legit. From what I could understand, in 2004 my car probably didn't come with a factory fitted music system, hence the endorsement for music wasn't done on the smart card, and the fee for it wasn't paid. At that time, the tax was paid for 10 years. In 2015, when it was time to pay the tax again, the previous owner chose to pay lifetime tax. So my assumption is that lifetime tax has all these misc. taxes included in it, so there's no need to pay extra. Since LTT wasn't paid at the time of buying and my car was thereafter fitted with an aftermarket music system, the tax for the same had been pending from 2005-2013. Rs. 300 per year is the penalty for paying late.

What I couldn't understand was how on Earth they figured out that my car had been fitted with an aftermarket music system during that period, and not that I had fitted it after I had legally paid for it (LTT) in 2015. Didn't want to argue though, since I didn't want them to cancel my renewal. Promptly paid and left.

Thank you Sir. It helps me in understanding the procedure for WB. My parents are based out of WB and we have a '77 model ambassador out there. That is some thing I would like to see back on roads, but apart from the overall maintenance required (its just in covered parking since past few years) I wanted to have an idea what all is required to have it legally running on roads. A project I understand will take loads of patience, time and money. Thank you for explaining.

Right sir, I am based out of Pune since last couple of years. I wanted to know both about the WB and Maharashtra. Thankfully we do not have a music law here in Pune.

Anyways, I wanted to know what is the procedure for Green Tax for my Pune motorcycle? And the charges? I only have the PUC but guess that is not enough for re-registering.

Also it seems that the original tax document has been misplaced . I have the original registration book though. Is the unavailability of the Tax Paper a show stopper? Not too sure that if I now need to get a copy of the tax receipt and then move ahead with the re-registration, how effective that approach will be considering the time and other factors.

Please advise sir.

For an insight into the Maharashtra Green Tax modalities, please have a look at this thread :-

This was levied wef October 2010 and is payable every 5 years. A fifteen year old vehicle say 1995 model) has to pay it wef Oct 2010- Oct 2015 and again from Oct 2015 to Oct 2020 and then Oct 2020 to Oct 2025 and so on. The charges for 2 wheelers is Rs 2000=00 every five years.

For some motor vehicle turning 15 years of age as in 2018, it is paid from that date in 2018 till 2023 and then 2023 till 2028 and so on.

The fine for default is heavy. They charge @ 2% per month of delay. It adds to a pretty heavy sum in case of delays by owners.

Renewed my 2004 WagonR's registration today which was expiring on 16th December 2019. Luckily, the revised charges haven't been made applicable as of today.

Had to use the service of an agent, because the re-registration window opens two months prior to the expiry date. As I had exams in the next month, I had to get this thing done with as quickly as possible. Who knows from tomorrow itself the new rates become applicable. It would have caused an additional hit of ~15k to me.

Took me just 10 minutes of time there in the RTO, thanks to the agent. New updated RC card should come to my residence within the next 15-20 days.

Can some one please help me with the latest information regarding the registration charges for a new car?

I am getting my new car registered this week, if the charges are going to be the same then I might register it in 2020.

Massive hike in fees for re-registration / fitness certificate of vehicles in Kerala, with effect from April 1.

Motor Vehicles Department officials said that the fines for late payment of fees and delay in applying for re-registration and fitness certificate also have been increased.
