I think your best bet is to go through your dealer - if he has an agent who interacts with the RTO. Mine was done in MH, and got the number in 1 day. The dealer's RTO officer managed the RTO (despite having all the documents needed) - did have to submit a few extra documents such as the salary slip, ID card, rent agreement along with police verification etc.

Speak to your dealer and see if he can assist here, or else I am not sure if the RTO folks are expecting anything else from you. This is for the BH number. I think it is best if you can get the registration before you leave.

If not, would suggest doing it through an agent - considering you might be on a time crunch. RTOs are infamous for their obscure processes. In my city itself, the RTO outside city limits does BH registrations on pen and paper, while the city limits one does it on a system (the approval process).

Kerala high court rules that the centre cannot set road tax rates for states and hence state road tax rates will apply even for BH registration. I expect other states will also implement this change soon and hence BH will not have any tax rate advantages in high tax states.

If BH registration gives me freedom to take my car anywhere in the country without having to worry about cops bothering me for out of state plates, I'd rather pay for that than to the local state RTO. If only they make the damn BH registration simple enough for a common man.

Hi all, I am planning to take new car with BH series no., can anyone let me know if we have to provide form 60 everytime for renewal of registration or tax? There is a lot of misinformation around hence I can only trust team bhp forum. Any help would be really appreciated.

No, Once BH reg # is created subsequent renewals are only online through Vahan portal. There is no requirement for submission of any forms

Hi, I have bought a BH registered car in July 2024, which is registered in Maharashtra state. I am an eligible person for BH registration. I got all papers in order when I went to the concern RTO in my place which is in Karnataka the RTO officials told me that only new vehicles they are registering in BH category. They don't have proper guidelines for transfer of ownership of BH registered vehicles even if the new owner is eligible for BH registration. I went till the regional head office of Karnataka state still it is of no use. They asked me to wait and watch.

In your case if you have urgency of selling and proposed buyer is ready to wait till some period. You can take risk of selling it. Make sure to complete all formalities.

Hi, I am planning to shift from Gurugram to Chennai in 2-3 months. Does anyone in your knowledge got a used car converted to BH plate? I would be staying in Chennai for 4 years, so the options I am looking for is to pay annual tax to Chennai RTO if that is possible, or to convert the current HR plate to BH, either Gurugram, TN, or Kerala(Hometown) if any of them allows. Any information would be helpful.

^^ None of the south Indian states are allowing BH reg. to private individuals, hence you are better off getting a BH vehicle in Gurgaon and taking the vehicle to Chennai.

The re-registration of an existing vehicle from state to BH is only on paper and no one has been able to get this done.

I think this still makes sense. Atleast the freedom to move the vehicles from one state to another will be easy.

However, this opens up a can of worms. A person in Bangalore will start paying BH tax every 2 years at places where the tax is low like PY or HP or JH and the RTO officials will not be able to know just by looking at the number.

For example, if I buy a car from Telangana today, which costs between 10 to 20 lakhs ex showroom, I will have to pay 17% road tax. However, if I have a four wheeler/two wheeler already in my name, I will have to shell out additional 2% road tax, which will increase my tax to 19%. (This is only applicable in Telangana though)

If I opt for BH registration from Kerala, since it is my native place, I will have to pay only 13% road tax, which is a win-win situation for me.

Also, some states like Haryana and Uttarakhand have only 8% road tax above 10 lakhs, which is economically beneficial as per this new court ruling.

Quick question: if I buy a car from Delhi showroom, can I get it registered for BH number from Noida RTO? Is there any billing issues for inter-state BH registrations vis-a-vis tax payment by the dealership?

Yes not an issue at all. I have 3 BH cars, one showroom was in Kurukshetra HR, one in Sarita Vihar Delhi and the other Gurgaon HR. All were registered in Noida RTO.

Has anyone been able to successfully sell (or buy an used) BH registered car? So far, I understand from the available literature that car has to be converted to state registration for the resale to happen as there are no clear guidelines for BH ownership transfer. If anyone has insights or experience about the resale process, do share. This is one thing bothering me in the BH process as I don't want to get stuck during resale or end up paying extra taxes.
