BH registration for state hopping people

The GOI attempts to make personal vehicle owner with transferable job breath a sigh of relief with new series of registration under BH series.
These person eg. Defence, PSU, or any organization having offices in four or more UT can volunteer to have their vehicle registered under BH series, to prevent mandatory registration in new state after 12 months.
The road tax would also be billed in two year slots insted of 15 yrs.
Guess Mr Gadkari and co. Do really have their ear to the ground

I am wondering how this would be implemented.
Take Telangana (and some other states ) for example. They don't use Vahan website or the database. So, if you want to use this facility how does the registration number be allotted and known to all the other states/UTs?

So, unless every state/UT migrates to the common Vahan platform, I don't think this can be done.

Sounds interesting but does seem like making the whole thing more cumbersome. The main reason why States oppose the One Nation One Road Tax, is because they would not be able to squeeze money out of the common man. I cannot see a reason why States would accept this move. True, this move is being implemented by the Central govt directly but the end result is States getting lesser money - might as well implemented the One Nation One Road Tax to make it simpler.

Argh, I don't know what to say, the whole system is a mess and instead of solving the mess. The govt is making new laws over the existing mess.

The financial levers available to states are being slowly curtailed. Yes, this is a conveniently system, however, it will increasingly eat into state road tax revenues. This is one of the few indirect tax revenue streams left for the states after GST came in, besides partial tax levy on alcohol and fuels. I expect states will vehemently oppose this.

The clause on inclusion of private sector companies mean a large percentage of vehicles registered in the name of businesses names can quality. Also leasing companies may be able to avail this scheme as they fall into the ambit of the private companies. I would not be surprised if fly-by-night operators come up with offices in four states and that utilize the loopholes to let people buy cars at lower road tax rates. In a state like TN, a BMW 5series petrol costing 75 lakhs attracts taxed at 13.5 lakhs in road tax. If one can get it registered under BH scheme this drops to 7.5 lakhs and saves 6 lakhs! I am sure ways will be found by intermediaries to help customers get these savings.

More importantly, even for people who do not care for the tax savings they may still prefer this route if they hope jobs across different cities often, as many in the IT industry do. Just the sheer convenience of not having to re-register helps!

GOI has proposed a new BH series for personal vehicles for getting transferred from one state to another.
There will be no 15 year Road tax, instead it will be 2 years of Road tax till 14th year of registration.

From 14th year, it will be yearly Road tax payment.
Road tax renewals can be done online; no need to visit RTO

Now no need of "Moving out sale"

There are so many easy ways to make the life of people who want to transfer the vehicle easier. But the government, in all its wisdom, comes up with an even more complex system.

The biggest pain point of the current system is difference in taxes and the need to cancel in one state and re-register in another. Atleast, for the second instance, they could let people leave the old state registration as is and charge a nominal annual amount for use in the new state. If this can be paid online, nothing like it.

Pardon me. It's still unclear after going through the notification. Does this mean a new vehicle can be registered under BH scheme if the owner qualifies for it under the listed criteria?

In fact, IN series would've made it look cool and like an international plate.

High time automobiles cost uniformly across the country. While some may use this loophole to pay lower levies, the vast majority simply fall foul to the mood of their respective states.

If an effective scrappage scheme, EV benefits etc need to be rolled out, there needs to be some sort of a uniform code across the nation. Also it's imperative these local RTOs and their 'money making' ventures come to an end.

In order to facilitate seamless transfer of vehicles, the Ministry of Road Transport and Highways on Saturday (28 August) announced introduction of a new registration mark for new vehicles i.e. “Bharat series (BH-series)”.

"A vehicle bearing this registration mark will not require assignment of a new registration mark when the owner of the vehicle shifts from one state to another", the Ministry of Road Transport said` in a statement.

The vehicle registration facility under “Bharat series (BH-series)” will be available on voluntary basis to defense personnel, employees of central government, state government, central and state public sector undertakings and private sector companies and organisations, which have their offices in four or more states or Union Territories.

According to the ministry, station relocation occurs with both government and private sector employees. Such movements create a sense of unease in the minds of such employees with regard to transfer of registration from the parent state to another state as, under section 47 of the Motor Vehicles Act, 1988, a person is allowed to keep the vehicle for not more than 12 months in any state other than the state where the vehicle is registered, but a new registration with the new state- registering authority has to be made within the stipulated time of 12 months.

As per the ministry, a passenger vehicle user takes the following steps to re-register a vehicle:

(i) No Objection Certificate from the Parent State for assignment of a new registration mark in another state.

(ii) Assignment of new registration mark after the road tax on prorata basis is paid in the new State

(ii) Application for refund of the road tax in the parent State on pro rata basis.

However, the introduction of the new Bharat Series registration mark can prove to be a big relief for such employees.
