What's funnier is the RTOs interpreting neither of these and sleeping over it.

The SA called and nudged me to get it registered the normal way as regular registrations are going on and no one except me has asked for it so far. Two of the few possibilities - The confidence of the people in the RTO in Kerala is so high that they believe it won't be implemented soon OR there aren't many eligible folks who are planning to buy this month.

Even my dealer suggested the same. I told him to approach the RTO through the dealers association and apply pressure as ambiguity on this may also impact their sales. To my surprise the dealer said the sales is not getting impacted and I am one of the selected few who are asking for BH. I am hoping that people buying the car are aware of this in which case this will benefit them on day 1 of purchase. Somewhere things are not adding up.

The RTO does not seem to be in any hurry to even react to the policy. Quite strange.

Not surprised actually. I feel our country is not that bad at making laws and policies. The Achilles heel has always been implementation.

Re: New "BH" series registration | For cars getting transferred from one state to another

Saw this article where Kerala and other states have raised concerns about the new scheme and looks like there would be delays.

Quote:
Several States raised their concerns over the BH series registration at an online meeting the joint secretary of the Central Ministry of Surface Transport convened on Monday. The rollout of the new series will be delayed by a week only if the Centre accepts the concerns and issues a new order.

The Centre, however, took a stand that it had included the changes the States, including Kerala, had suggested while the draft order was circulated. The final order was issued after making the suggested changes, and if further amendments are required, it could be made after implementing the order.

Even if the order is implemented this seems to indicate that changes could come later. It does not however give any indication if the states have agreed to implement the order.

Exactly, other than Odisha, I haven't come across any other state which has given a go ahead to the RTOs to implement the new order.

The article also states about people potentially mis-using the new scheme by selling a car registered under BH scheme immediately after purchase. Not sure how that would affect the RTOs though.

This is the existing tax structure for Odisha and the state sets to gain a little from BH implementation. Nevertheless, the state's initiative and nimble footed-ness should be appreciated .

Whereas the delay in cases of states with daylight robbery taxes is understood, it is surprising that other states with lower taxes and some of them BJP ruled are still not moving on this long due and sensible step of tax unification .

The second point you mentioned is nothing but a case of whataboutery from the authorities. Like you said, it won't affect RTO except that they won't get the lump-sum tax amount for 15 years in a single shot and would get it biennially. The reselling argument does not make much sense as a customer buying a pre owned BH registration car would obviously consider the Tax factors. Kindly share if anyone else thinks if it will impact in any other way.

Some update on the Parivahan portal.

But I am unable to find any link to the registration page.

Re: New "BH" series registration | For cars getting transferred from one state to another

That's some good news. Perhaps there won't be any end user facing registration link, cause even now new vehicle registration is initiated in Vahan by the dealer right. So this too would be similar I guess and the dealer might see the BH registration option during the registration flow. Once the vehicle is registered though, the existing "Vehicle Related Services" might allow to pay the bi-annual tax and intimate the change in residency.

I went for my test drives today with BMW in Bangalore and as per the GM sales, there is no update from Karnataka RTO on BH registrations. He said 3-4 customers have booked cars and waiting for more clarity on this before taking delivery.

I am going to wait and see for few more weeks before deciding - the difference in road tax is very significant in states like Karnataka.

Another BHPian familytraveller and me are 2 of the people who have booked and are waiting on "BH" for delivery.

And there is nothing from the dealer yet on it.

This was tweeted by the Orissa RTO yesterday, as a process for BH registration. Looks like the RTO still needs to approve it.

Re: New "BH" series registration | For cars getting transferred from one state to another

I'm getting the Himalayan tomorrow.
Planning to obtain a temp registration and go for final regn when BH is available in Bangalore.

Spoke to a RTO friend who says that it may take at least another 15 days before the notification. So this step.

Hope the dealer agrees for this
