Logically speaking, it should not be. Your current resident address will decide which state gets to register you on the BH portal and collect taxes. The purpose of this seems to be to allow whichever state you're residing in to collect taxes after a 2 year interval without needing to transfer the registration from one state to another. Residence proof must be mandatory even for BH registeration and would dictate the proceedings.

If the tax receipts were going to the central government, the states would've opposed this tooth and nail. Transfer of registration is a cumbersome process still and increasing number of owners affects resale, I don't see people fraudulently using this registration.

According to link for Mumbai and Delhi it is available.

Anyone who has been able to hear anything from their local agents?

There is one more question here.

Suppose you buy a vehicle from ABC state and has to register in XYZ state. Then how does one proceed in such a case?

To release the vehicle from showroom temporary registration is a must in ABC state.

Once the vehicle reaches XYZ state can the BH registration be done?

I feel apart from current residence address , the current location of work also will be a factor to consider because the base document required for BH Registration is the Identity Card issued by the employer (for those working in PSUs). So we may have to register in the state where we are working now. There can be instances where one is residing in one state and just crossing the border to attend work.

A friend of mine is trying to close a deal before 30th Sept. He is quite keen on BH and MH01 is his local RTO. But the dealer has told him that they are not in a position to implement BH yet at the RTO. We’ve asked him to try again through some agents if he can. I will update this thread if we somehow can manage this successfully although reading the posts above I am feeling less hopeful now.
I was trying at Arsh Hyundai Dealership, MH03 is the RTO. I have given up now and went for the normal registration.

I have checked with the dealer multiple times in Bangalore.
There is no clarity on when it will start.
Decided to go for normal registration as the vehicle is ready for registration.
Probably anyone buying the vehicles in upcoming months can wait and watch.
Otherwise I feel it is meaningless to wait when vehicle is already with dealer and ready for registration.

I bought RE Himalayan a week back. Looking at the amount of money saved, I have taken a chance and went with temporary registration assuming that by the time one month is over, there will be some clarity on BH registration. If it do not come by that time, I will lose 1k spent on the temporary registration only.

Will it be possible to buy car from one state and register in another state under BH Scheme of things. Means buying from the state of my permanent residence and registering at the state where I am working now.

I need to do that because my present car is registered in my home state and hence for exchanging i have to give it to the dealer in my home state for better price.

Yes. This scheme has been successfully launched on Twitter and the Parivahan website.

Can any BHPians, especially from Orissa, share some info if they know someone who got it registered. How the process was and how much they saved? If possible, please share an image of the tax calculation part.


Meanwhile the RTO folks in Kerala continue to avoid it like the plague. The customer service number given on the MVD portal is a sham. Tried 4 different numbers to check about BH. One responded who passed on the baton to one of the previous numbers that does not respond or disconnects after picking up. This cycle has repeated itself in the past few days days like the 'Dormaamu, I have come to bargain' scene from Doctor Strange.

You need address proof. People buy cars on the basis of rent agreement, I am sure it will apply in this case too.

I have talked to at least 3 dealerships of different companies. It seems apart from Orissa no other state RTOs have started this officially. They will start it whenever they feel okay and only after getting pushed by the senior-most authorities.

IMHO, this will take some time (~4 months) to start, Sorry.

Well said. Can't agree more. Center has done it's part now it's for the state government to do their bit.

This is where gap and challenge exist. It will take time.

Even people comes to a party late in our country, here we are talking about state governments some of whom will loose revenue, so expect they will come to party lot later.

It is one of the longest pending reform and possibly depending on the political situation will lead to One Nation One Tax.

Only positive take out. It is a step in the right direction and hopefully adoption happens sooner or later.

I have some questions regarding the ownership serial number.

1. If the MoRTH gives guidelines for re-registering the current state registering vehicles to BH, will the ownership serial number change even if we're using the same address-proof, same IDs?

2. In the current re-registering in a different state process, will the ownership serial number change if it's registered under the same name?

(The used car market takes this into consideration and the value decreases significantly with increasing serial number. While it's worth checking the serial number, my opinion is, just because I'm registering in different states the car's value shouldn't change as I'm the only one driving it.)

Seniors, please shed some light on this.

Hi guys, I am planning to buy a new vehicle within a month or two. I live in Kochi and I believe Kerala RTO are in no mood to implement the BH registration scheme yet. Can I expect any miracle to happen here or how long would it realistically take to be able to use BH registration in Kerala ?

If there was some clarity regarding this I could decide to wait on booking my new car, and could probably offset the additional cost of my car when I book at that time using the lesser taxes for BH compared to what Kerala RTO charges.

Even if states implement this, RTO has the right to deny or approve cases.

This is supposed to be based on merit, but I guess these states that are hesitant to implement this system will tend to be more trigger happy to deny rather than approve such requests.
