Some details are here.

Useful points,

Quote:
The draft notification issued by MoRTH said, " Provided that application for registration of vehicle under BH series, opted voluntarily by the vehicle owner, shall be made to any registering authority of the state, in which the vehicle owner has either permanent residence or place of work and the registration mark shall be generated randomly through the portal after verification of working certificate in Form 60 or Official identity card, as the case may be, by the registering authority."

It further added, "Provided further that if a vehicle registered in BH-Series, is transferred in the name of such person who is not eligible for BH-Series, as per clause (ca) or (cb) of sub-rule (1) of rule 47, then such vehicle shall be liable for assignment of new registration mark from regular registration series."

The notification also mentioned, "Provided also that if a vehicle registered in BH-Series, is transferred in the name of such person who is eligible for BH-Series, then such vehicle shall continue to be validly registered under BH series so long as transferee remains eligible for BH series."

"Provided also that if at any time owner of vehicle registered in BH-Series, ceases to be eligible for BH-Series, as per clause (ca) and (cb) of sub-rule (1) of rule 47, then such vehicle shall continue to be registered under BH series for the remaining period for which tax has been paid." the draft said.
The last point is critical. So looks like BH-series eligibility needs to be proved every 2 years during payment.

Re: New "BH" series registration | For cars getting transferred from one state to another

Thanks, so it proves that BH registered vehicles when resold to second owner who is not eligible for BH needs re-registration and I believe life time tax will become applicable. Though this is correct step, clarity should have been provided during roll out itself. It may have poor resale value in used car market. Already people don't transfer RC and this complexity of re-registration will be even more.

It is a good move to allow BH registration of already registered cars so that it minimizes the road tax payment in new state if one is eligible but the pain of getting back the the life time road tax paid already remains.

Re: New "BH" series registration | For cars getting transferred from one state to another

Hello everyone, quick query. I’m from Kerala, currently working in Mumbai and have address proofs in both Kerala and Mumbai.
I intend to buy a new vehicle with BH registration. While my employer has offices in 4+ states, they do not have one in Kerala.

In such a case, can I opt to buy a BH vehicle from Kerala? (Assuming BH is open in Kerala).

Or do I have to buy from Mumbai?

The easiest option seems to be to buy from Mumbai, but given my family’s in Kerala, I wish to buy it there and drive up.

Re: New "BH" series registration | For cars getting transferred from one state to another

Please note the new notification regarding resale of BH series. If BH registration car is sold to person who does not fulfill the BH criteria then car has to get new registration (regular) and possibly additional tax. News article attached. This move sounds logical but it may adversely affect the resale of BH series vehicles.

Someone in this group also shared that BH series owner also have to prove the eligibility during every tax payment (2 years) to continue to avail the BH benefits else the car has to be converted to regular number with additional tax dues.

Please be mindful of these facts before opting for BH registration specially if someone is in pvt job where proving eligibility every time may be challenging (more so if change of job to another company )

In your case, since your office is not in Kerala, Kerala RTO won't be able to register it in BH series.

Moreover, the form 60 should be addressed to the RTO where your car is getting registered, so obviously your organisation won't address it to an RTO from a different state.

So, it is better to buy it in Mumbai and drive your car to Kerala.

I did end up speaking to the JT RTO in Kerala regarding this. He confirmed that BH is still not being done in Kerala, and even if it was, that I couldn’t have registered in Kerala since my employer doesn’t have an office in the state. So, Mumbai it has to be.

Hi,

Members who got BH series registration from Delhi ; Can anyone confirm their Road Tax amount w.r.t. to the Invoice price of the car?

Did the invoice price include GST for calculation of Road tax ?

Re: New "BH" series registration | For cars getting transferred from one state to another

Hello everyone, I have a query regarding BH registration. I am getting my Car through company lease program. Car will be on my name from day 1.

When I asked lease provider( Orix ), they said BH registration will not be possible under car leasing program.

Can anyone confirm on this.

My HR is ready to issue form 60 to me as my company has offices in more than 5 states.

I am from a PSU. When I enquired, I was told that form 60 is needed. I told the dealer to confirm with RTO and if it is needed, give that to me officially so that I can talk to my HR since it is clearly mentioned that for Govt Officials, only ID card is enough. Finally they talked and clarified that only ID card will work ok.

Ideally Invoice price excluding GST should be done, but everywhere, the ex-showroom price is being considered. For all states that I know of. And if an issue is raised online, they say to go and talk to the local RTO since the road tax is collected by local RTO.

I got my car registered in BH series. Got it done for invoice price wherein the current discounts were also considered and hence overall registration charges came to 12k only which also includes Rs. 600 as new car registration charges.

My car's ex-showroom price is 11.63 Lakhs.

I have read somewhere in this forum that RTO charges should always be calculated and paid on ex showroom price of the vehicle without considering any discounts. That's how the RTO calculates the taxes. (Not able to find the link but someone ran into trouble, had to follow up with RTO and pay the remaining tax with penalty).

Re: New "BH" series registration | For cars getting transferred from one state to another

I bought a car on Dec'21 through local state registration. Is it possible to convert normal registration to BH registration now? I meet all the eligibility criteria to avail BH registration, somehow didn't have the awareness to get it in BH registration at the time of purchase itself.

Hi. I live in MH. If I buy an out of state used vehicle (e.g from Karnataka with KA plate), at the time of transfer to my name to my MH address, can I convert it to BH and therefore avoid paying high MH duties but instead paying the BH based duties? Not sure how it works since its lifetime tax is already paid BUT for KA and not MH.

Thank you.

As I recall BH registration was available only for new cars and not to used cars. Don't know if rules have been changed recently.
