The idea is great, but the problem that govt can have here is it will set a precedent for others to try similar things. People will then start coming up with permissions for 5 year old engine swap in a 15 year old car, or other combinations.

Can fitting CNG allow you to extend your car regn?

I remember a similar case wherein a Rolls Royce owner sought court's order to let his 1995 Rolls Royce run on Delhi roads after Rolls Royce UK agreed to install a newer BSIV compliant engine. Sadly, as illogical as the governance has always been, his case was dismissed citing that NGT's order has attained finality as the appeal against it was rejected by the Honorable Supreme Court.

15 years is end of life for cars, be it petrol or CNG. They have to be either moved out of NCR for good, else be scrapped.

I don't think that Maruti (or any other manufacturer) sell engines separately, unless it is to be replaced entirely under warranty.

There was a lot of talk in Delhi about converting old ICE cars to EV (retrofitting), and that the Govt would authorise certain retrofitters, but it seems that has also fizzled out.

Anyways, a middle class salaried guy is considered a billionaire by the Govt, so take out the stash of big money (that the Tax authorities believe is lying in every salaried household) and get yourself a new ride. And in the process help our country on the path to a USD 5 trillion economy.

In India one can only swap engine only if it matches the specifications of the default vehicle. This means that if you want to swap with a new petrol engine i.e. converting from bs3 to bs4 or something similar will be considered illegal because as stated a car that is bs3 on paper can't be legally converted to bs4 according to section 52 of motor vehicles act of 1988. Besides if we even take it to court the big OEMs will oppose us because if such swaps become legal, Indians will never buy new cars which will result in a death like situation for them.

I believe you should buy a new car rather than upgrading the engine to meet the Ministry of Road Transport and Highways standards.

I believe a new car is significantly safer than your 15-year-old Swift Dzire. Safety features evolve rapidly, so your current vehicle need numerous major safety updates such as airbags, ABS, parking sensors, seatbelt reminders, high-speed alerts, and so on. All of these new features have only recently become common and are now standard equipment in new Cars as per BSVI norms. Previously, these features were only available on high-end or luxury cars.

Further the new car now comes with new infotainment system with Android Auto / Apple CarPlay, Navigation using google maps , reversing cameras and compatibility with your phone; you should get a lot more features on a new car.

A car driven for more than 15 years will definitely have mileage issues due to its age; therefore, it’s better to replace it. So with your old cars that are less fuel-efficient, you will end up spending a higher amount of money on fuel.

Furthermore, the old car will become unreliable, necessitating the expenditure of thousands of rupees on maintenance. This is where a newer car would help to solve these problems.

A good point you raised.

Unfortunately, this argument was brought to the court and was successfully challenged/opposed (as an alternative solution) by NGT.

Thus (unfortunately) this remains a closed chapter since then

Sell your car before it is 15 years old as if you're late, you won't be able to obtain NOC and it would have to be scrapped. I would say that you should sell it off ASAP now.

For various reasons (pollution, safety etc..), alternative engine replacement is not endorsed by RTOs. Another motor with same spec from the same manufacturer can be planted and RTO approval can be obtained.

This is one of the reason why Ambassadors' dieselization slowed down and stopped completely a few decades ago.

Vehicles from Delhi are now sold in other states at a decent price. If you are interested, you can check with reliable mediators.

Currently, TN is experiencing a significant increase in the number of vehicles that are registered with DL, and there are numerous agents who do this.

Kind of Off Topic, detrimental answer to OP but it is a win-win situation I think.

Instead of scrapping the car, may be Govt can charge 15+ year cars a monthly surcharge which can be so high that the owner will gladly consider opting for a new car/EMI.

Scrapping can hurt surely, but if you offer a 2500Rs/p.m surcharge for a old car Viz a Viz say 6-8k emi for a new car, it becomes a win-win constructive argument.

I have a similar issue, though my 16 going on 17 Swift Zxi is now beyond the 15 year old limit. Still putters along with nary a hitch. I use it still within the confines of our colony and for getting around nearby. More than anything, it has a piece of my heart. I will however have to take the hard call of perhaps letting it go, though it is too painful to contemplate. We have been through so much together.

I think the government rule penalises anyone who maintains a car in Delhi NCT and it imposes an unnecessary expenditure on people like my parents, who have been retired for some time, and now have to think of selling their car and buying another perhaps when they really don’t want to.

But the cost of sending it from Delhi NCR to Kolkata might exceed the real value of the car at this stage.

West Bengal doesn't allow re-registration of cars below BS 4 Emission norms.
