just another way for the cops to fill their pockets i say! as far as i know, there is no rule not to sticker ur car.

Is this applicable only in Punjab or pan-India? The article doesn't seem to mention that.

Its a circular issued by the ADGP. He can only issue the circular for his own jurisdiction. But the article mentions the such stickers are illegal as per the Motor Vehicle Act. I don't know the exact details of the act but presumably the language is sufficiently vague to allow for such interpretation.
