Kawasaki Estrella (BJ250) imported to India for R&D

Spotted this yesterday in Chennai, was ridden by a middle aged gentleman. I was not very sure what I am looking at so aksed the rider, he told me self imported and 400cc. The bike was bearing TN trade plates.

It looks like someone in Japan has installed a Kawasaki Estrella 250 engine into a Royal Enfield Bullet frame.
