Good move but they should probably have a greater range over the cc. Rule should be some thing like upto 120cc capacity bikes not allowed so that companies don’t make a fool of government by adding 1cc extra.

If the rule is for 120 cc, then be assured that the new products would become 120.5 cc.


Stupid rule I would say.

The authorities should rather concentrate of curbing completely triple riding/riding without helmets.

Nope. no such differentiation. That only exists in cars and imported bikes afaik - definitely not at this commuter motorcycle segment.

This rule doesn't make any sense, it seems the rule maker didn't think it through.
1. Seat can be modified or old model motorcycle seats can be installed unless the motorcycle design and seat mounting changes - a manufacturer would rather just increase the cc by 3 and bypass it.
2. In case the issue is riders falling due to potholes, why not fix the roads first? Bangalore roads are becoming increasingly unsafe, further added to by the BMTC drivers and Ola/Uber drivers.
3. Scooters having 10 inch wheels are relatively less stable than motorcycle having 17/18 inch wheels. Are they going to put wheels on the side of scooters now, like a tricycle?

What a stupid rule. I've ridden a 100cc bike and it's powerful enough to carry two people.

Monday morning memo from the CEO to R&D = Make all our bikes 101cc.

More than anything, such arbitrary rule changes make manufacturers nervous about the business environment in India.

O my! I am truly touched by the concern the state government have towards the pillion riders. On the other hand people actually riding the bike be damned!!!

What is even more appalling is that the authorities are hiding behind the wording of the law stating that the motor vehicles act states that any vehicle less than 100cc should not carry a pillion and they are just implementing the law and not making any new rule.

In other news, I wonder if this implementation has any linkage to a different news or perhaps an outcome of it.

These kind of ridiculous administrative orders are just begging to be challenged and set aside for arbitrariness.

The problem is in the interim it adds to a business unfriendly environment on account of the uncertainty, management bandwidth being diverted to such issues which could be better deployed in other areas, public judicial services infrastructure being wasted in dealing withe the required challenges instead of more pressing matters.

If only they would instead deal with real issues - better road infrastructure, enforcing traffic discipline and stricter licensing and training regime for those seeking licenses.

On a lighter note, watch out for a whole new breed of entry level cafe racers. LOL.

Karnataka should first fix roads, pot holes and bring in more road discipline including completely eliminating this wrong side driving "habit", pavement driving and more.

I really prefer pillions in sub 100CC bike than someone taking their grandmother in Hayabusa because of this rule.

I thought all this was a joke. Now, I understood, this is another way to rob the poor.Somehow almost all the vehicle had grown to 110 cc or 125 cc.But existing 100 cc customers, will be squeezed dry.

Such a stupid and absurd move. And why all such absurd RTO regulations start from Karnataka. Earlier it was the taxes levied on two-wheelers costing above 1 lakh. And now trying to limit the seating capacity of a 100cc commuter bike to 1.

If you think about the folks who actually buy these 100cc commuters, it would be mostly their primary and in some scenarios the only option available to commute. So basically the Govt. is expecting a lower-middle-class chap to either buy two 100cc 2-wheelers if he has at least one person in the family who would be traveling along with him.

1 more reason for the traffic cops to squeeze money from the poor chaps.

I think the news articles have been misinterpreted.

The Rules will be changed to "allow" less than 100cc bikes to carry pillion.

It was High Court, which came up with a new farce again!
The Govt. simply wants to work around the below order, by changing the old rule.

Indians can seat 2 on the rider seat itself (and 2 more on the petrol tank), remove the pillion seat if you want. Who cares!

Bikes under 100 cc banned from registration in Karnataka

Vide order number PR-872/2017-18 dated 23-10-17 (picture enclosed below), the below mentioned bikes are henceforth not to be registered in any of the RTOs in Karnataka state. This order is in lieu of the state government banning pillion riders on scooters and bikes below 100 cc, due to the increase in number of accidents.

The bikes are:

1) Bajaj CT 100
2) Hero HF Deluxe
3) Hero HF Deluxe Eco
4) Hero Passion Pro i3s
5) Hero Splendor Plus
6) Hero Splendor Pro
7) TVS Scooty Pep Plus
8) TVS Sport
9) TVS XL 100

Also, the order explicitly mentions that these above mentioned vehicles are to be registered only in the following possible manner:

a) Vehicles to be certified as having only one seat
b) Vehicle documents submitted by the respective company to attest that the vehicle is capable to ferry only one person
c) Above points to be independently verified by respective regional RTOs

Apologies if any error in translation as the original order is in Kannada.
