Do they handle regn outside Mumbai city such as MH-04/43/14/06 etc?

Sahil, I'm sure he'll do Thane himself. For other MH RTOs (Nasik, Pune etc.), he has a network (other RTO agents) through whom the work will be done.

can anybody put in a brief procedure of getting a RTO transfer through agent.
Do we have to hand over original RC to him for the transfer? what other documents are needed, is form 28 not enough with xerox of rc/insurance/puc/address proof.

Thanks a ton Mr. Vishwanathan. I Contacted him and he gave me a quote of Rs.2500/-.

He told me to send the following documents for NOC :

1. Orginal RC Book
2. 3 Copies of Form 28 duly signed.
3. My Address details & RTO details where to be transferred.
4. 4 Prints of chassis number.

I'm going ahead with it. Earlier NOC used to be easy to procure, but now it requires an additional document of NOC from the local police. He told me he would do the needful to obtain the same.

You can try this person, Mr Sawant - 9820217579 / 9004213559.
You can ask if he does for Andheri, i have done license (Smart Card) work from him, but Tardeo RTO. His office is in Prabhadevi. He should be doing Andheri RTO also.
