The dam overflows only when there is heavy rain in the upper stream. Since there is a hydro power station at the dam, lot of water gets diverted into the turbine channel thus reducing the water level in the reservoir. I doubt the dam will be overflowing right now.

As for Pavagadh, yes it will be pretty crowded due to the ongoing Navratri / Dushera festival.
