This does not violate privacy. For message to be visible to moderators, some user has to manually select the message and report it.

Since receiver of the message is choosing to share the message, this is a conscious action on part of user.

Doesnt it still mean that FB has the key to decrypt any message at a later date? Today its only the reported ones, but tomorrow they can decrypt if the government or any others force them to.

My understanding of end-end encryption means, except the sender and receiver, no one else should be able to read the message.

This understanding is correct. In this case, receiver can see the message and send the message for reviewer.

Example : Some objectionable content is shared in a group. One of the receivers reports the message, receiver's device has the decrypted message and will submit it for review.

Facebook can't see the message unless someone reports it.
