Not just the schools. They're hand in hand with the RTO. Everyone remembers what a joke their "driving exams" were. You could probably run over somebody in the middle of your test and still walk away with a licence.

The entire system has to change. And we all know how tough that is.

they should all b punished

Boy - Attempt to Murder
Father/Mother - Helping in this crime
Licencing Officer - Helping in this crime

it should not b simple but RI (Rigorous Punishment)

They should be made an example. Or all the common people will start to link them with any car driving person. And that may be a very dangerous outcome.
